Scientists think they can control weather with lasers

For many Americans who wished they could change the weather -- whether it be in the Northeast during this past winter or in drought-stricken California -- researchers may have found a way to aim a high-energy laser beam into clouds to make it rain or trigger lightning.
The existence of condensation, storms and lightning are all due to the presence of large amounts of static electricity in the clouds. Researchers from the University of Central Florida and the University of Arizona say that a laser beam could activate those large amounts of static electricity and create storms on demand.
By surrounding a beam with another beam that will act as an energy reservoir, the central beam will be sustained for greater distances than previously possible. The secondary beam will refuel and help to prevent the dissipation of the primary beam, which would break down quickly on its own.
Although lasers can already travel great distances, it behaves differently than usual, collapsing inward on itself when a laser beam becomes intense enough, according to Matthew Mills, a graduate student at the UFC Center for Research and Education in Optics and Lasers.
"The collapse becomes so intense that electrons in the air’s oxygen and nitrogen are ripped off creating plasma -- basically a soup of electrons," Mills explained in a statement.
Afterwards, the plasma tries to spread the beam back out -- causing an internal struggle between collapsing and spreading -- what’s known as "filamentation." This process in turn creates a light string that lasts only until the beam disperses.
"Because a filament creates excited electrons in its wake as it moves, it artificially seeds the conditions necessary for rain and lightning to occur," Mills explained.
Previous work done by other researchers have led to some type of "electrical event" in clouds -- raising an added risk of a lightning strike when seeding clouds with lasers, according to the researchers.
"What would be nice is to have a sneaky way which allows us to produce an arbitrary long ’filament extension cable.’ It turns out that if you wrap a large, low intensity, doughnut-like ’dress’ beam around the filament and slowly move it inward, you can provide this arbitrary extension," Mills said in a statement.
"Since we have control over the length of a filament with our method, one could seed the conditions needed for a rainstorm from afar. Ultimately, you could artificially control the rain and lightning over a large expanse with such ideas."

While so many listen to the woo woo cooing of a large part of the alternative media, we have come to the brink. The madness that has allowed the progression of the Fukushima meltdowns has at least made newsworthy enough the reporting of nuclear waste leaks at Hanover, Carlsbad, NM, and elsewhere. Events that might not have made it to the news were it not for gathering public interest. But, just as at Fukushima, the official releases have been focused on purely handling public perception and not truth.
We will connect the recent wave of earthquakes and the magnitude threat posed by shifting conditions in Yellowstone to such irresponsible practices as these. Together with the extensive extraction of oil and now fracking, subsurface detonations in the past, the madness of employing HAARP, and the decline of an atmosphere that once shielded us from full spectrum light, this planet has been brought to the very crossroads where one more wrong turn can easily lead to our extinction.

"Mind effects are one of the most fertile grounds for military planners. It is one of the biggest areas of research in terms of trying to figure out, manipulate, mold, shape, and form the mind," he noted. While DARPA serves as the lead, almost every branch of the US military explores this kind of technology, he continued.
"Electronic telepathy is just a synthetic version of what is the natural radio of human beings, if you will...each of us is a transceiver and a transducer, we're picking up energy, we're transferring energy," and that's why telepathy, energy medicine, and higher human capacities are all associated with changes in energy states, Begich commented. But, a mental background of fear and anxiety will prevent people from experiencing higher states of consciousness, he pointed out.
HAARP is an array of antennas in Alaska, and by firing radio frequencies through them, a number of effects can be created such as altering the ionosphere. Begich reported that the secretive program is still active, contrary to rumors that it had closed down. It's possible HAARP technology could be used for manipulation of weather for control of a battlefield, creating what appears to be natural disasters, as well as earthquake generation using a small amount of energy to trigger a much larger reaction, he detailed. HAARP has been accused of having the "ability" to control minds--here's the proof & the connection to the actual "mind control" technology that's currently (quietly) in use today.

The patents described below were the package of ideas which were originally controlled by ARCO Power Technologies Incorporated (APTI), a subsidiary of Atlantic Richfield Company, one of the biggest oil companies in the world.
APTI was the contractor that built the HAARP facility. ARCO sold this subsidiary, the patents and the second phase construction contract to E-Systems in June 1994.
